Combine sugar, cocoa, baking soda, baking powder and salt. Add eggs, milk, oil and vanilla. Beat 2 minutes at medium speed. Stir in boiling water. Pour into greased and floured 9x13 pan. Bake in 350° oven for 35-40 minutes.
