Stir thoroughly the flour, baking powder, sugar, cream of tartar and salt. Cut in shortening until mixture resembles coarse crumbs. Make a well in center; add milk all at once. Stir just until dough clings together. Knead gently on lightly floured surface (10 to 12 strokes). Roll or pat to 1/2-inch thickness. Dip 2 1/2-inch biscuit cutter in flour; cut dough straight down. Bake on ungreased baking sheet at 450° for 10 to 12 minutes. Yields 12 biscuits.
