Heat oven to 375°. Grease cookie sheets. In small bowl, beat sugar, salt, 1/2 cup butter and vanilla until light and fluffy. Stir in oats and mix well. Dough will be crumbly. Drop by teaspoonfuls 2 inches apart, flatten slightly. Bake for 4 to 6 minutes or until edges are golden brown. Cool 2 minutes and remove from cookies sheets. Cool completely. In small saucepan, melt chocolate chips and 2 T. butter, stirring constantly until well blended. Drizzle a small amount over each cookie. Refrigerate to set chocolate.
