Cook raisins in 1 1/3 cup water until tender. Dissolve cornstarch in 2 tablespoons cold water. Add sugar and cornstarch to raisins; stir until mixture thickens. Remove from heat, add vanilla and set aside to cool. Add brown sugar and oats to melted butter; mix well. Sift together flour, soda and salt, add to sugar/butter mixture. Stir in nuts. Pack half of mixture into bottom of greased 9 x 13-inch pan. Spread raisin filling evenly on top. Then top with remaining crumb mixture. Bake at 350° for 30 minutes. Cool completely then cut.
