Melt carmels in 1/3 cup evaporated milk. Combine cake mix, margarine, 1/3 cup evaporated milk and nuts. Stir by hand until it holds together. Press 1/2 of this mixture into a 9x13 inch baking pan. Bake in a 350° oven for 6 minutes. Remove and sprinkle with chips, pour carmel mixture over top. Crumble and lightly press remaining dough on top. Bake for 15 to 18 minutes. Cool. Cut into bars.
