In a mixing bowl, combine flour, sugar, baking powder, baking soda and salt. Cut in butter. Stir in chocolate pieces. Mix eggs and milk together. Add to dry mixture. Stir until just moistened. Form into a ball. Turn dough out onto a floured surface. Knead for 12-15 strokes or until nearly smooth. Pat or lightly roll to 3/4-inch thickness. Cut into squares or 2 1/2 - 3-inch cutter. Place 1-inch apart on a greased baking sheet. Bake scones at 375° for 15 - 18 minutes or until golden brown. Remove and cool on wire rack for 5 minutes. Drizzle icing over scones. Serve warm.
