Mix sugar, cocoa, oil, vinegar, vanilla in medium bowl. Add flour, baking soda, and salt; mix well. Pour 1 cup water into bowl; mix. Pour into 8x8 greased pan, bake in 350° oven about 25minutes or the toothpick test. (no eggs or milk)
